| 摘 要： | 地方政策制定过程是整个政策过程的第一和首要阶段,起着举足轻重的作用,地方政策制定往往受到信息、利益、法律、体制以及制定者的素质等因素的制约。本文针对影响当前地方政策制定的相关因素作出对策分析,为制定者不断提高政策制定水平提供理论性的建议。

| Abstract: | The process of the local policy-making is the first part of the whole policy process, and it plays the greatest role. The local police-making is affected by many factors, such as information, benefit, law, system and the quality of its makers. Here the writer analyses the solution to the effect factors of local problems to give theoretic advice on how to improve the level of policy-making for the police-makers. |
