论多极化世界格局与我国周边安全战略

冷战后 ,世界政治格局的多极化趋势呈现出长期性、曲折性、复杂性特点 ;科索沃战争后 ,又呈现许多新特点 ;多极化趋势遇到美国企图建立单极世界的挑战 ;受到俄、中国等作为“极”的因素势单力薄的制约 ;多极化构架还处于软弱无力阶段。这些特点 ,对我国周边安全产生巨大影响 ,尤其是美国推行建立单极世界的全球战略 ,对我国安全构成巨大而直接的威胁 ,我们必须树立新的安全观 ,制订新的综合安全战略 ,实行新的安全战略方针 ,以维护我国周边安全 ,维护亚太地区和世界的和平与稳定 ,推动多极化格局早形成。

On the World Multipolaration Pattern and Chian's Security Strategy

The multipolarization tendency of the world political pattern has been characterized by its protacted nature,complexity and unstability since the Post Cold War,and now it is beginning to assume new characteristics after the kosovo War. Firstly, it is encountering america's attempt to construct a single polarized world, Secondly it is restricted by Russia and China's Frailty as two of the world polarizations. Thirdly, it is still weak and feeble. The above mentioned characteristics will have great impact on china's peripheral security and particularly, America's pursuing the global strategy of single polarized worldwill menace extremely and directly china's security. Therefore, a new type of security concepy must be established, a mew type of synthetical security strategy must be formulated and a mew type of strategic principle must be carried out so as to maintain China's security ad well ad the peace and stabilty in asia Pacific Region and the whole world, and eventually accerlerate the formation of the multipolarization pattern in the world.
