在大学综合素质教育中，思想道德素质教育是根本，文化素质教育是基础，两者不可脱离。两者的结 合主要通过课堂教学、校园文化建设和提高教职员工素质等途径实施。在课堂教学中，思想道德教育为文化素质教 育指明方向，文化素质教育为思想道德教育提供素材。在校园物质文化建设上，加强思想性、历史性与娱乐性的统 一；在校园行为文化建设上，加强自由性、纪律性与能动性的统一；在校园精神文化建设上，加强政治引导。在提 高教职员工素质上，不仅要提高其思想道德素质，而且还要提高其文化素质教育，这才是有效实施两者结合的根本 保证。
