| 摘 要： | 城市技术创新对其经济增长具有举足轻重的作用。从城市技术创新的特征入手，阐明财政与金融工具的必要性，并分析我国城市技术创新存在的问题，然后结合城市技术创新中财政与金融政策工具选择分析，试图向政府部门提供几点建议。
