Competency Testing: Emerging Principles

Institution:Senior Attorney at the Law and Education Center of the Education Commission of the States (ECS). She joined ECS in June 1981, after 6 years of private practice in New York and Colorado, including some education litigation. She graduated from Yale College in the first class of women there. She is also a graduate of New York University School of Law, and then served as Law Clerk to Judge David Dyer on the United States Court of Appeals for the Fifth Circuit. Handicap education law and minimum competency testing are among her specialties.
