| 摘 要： | “九五”以来,电大开放办学和教学现代化建设取得了突破性进展,教育观念有了明显的转变。“扩大开放、向下延伸、严格管理、确保质量”为进一步推进开放教育试点工作明确了方向和要求,为电大远程开放教育的持续发展奠定了基础。
