| 摘 要： | 技术预见已成为世界各国科技政策的发展潮流。本文考察了技术预见的意义，指出技术预见的实质在于它的过程性或程序性。正是由于其过程效益，预见成为一种有助于制定长远战略规划的新机制，主要表现在三个方面：(1)预期的理解；(2)政策制定过程中的协商；(3)创造实现未来的机制。本文最后指出，技术预见是建立科学与社会的新的契约关系的有效工具。

| Abstract: | Technology Foresight is widely used for S&T policy advice and making in many countries.This paper points its process or procedure nature. It is due to its process or procedure nature that Technology Foresight provides a new mechanism for S&T long - term plan-ning,which playa an important role as following: (1)anticipatory intelligence; (2)negotiating in policy making; (3)creating the network-ing needed for creating future. The paper concludes that Technology Foresight is a useful tool for making the new social contract between science and society. |
