| 摘 要： | 在体育强国建设中，高等学校的群众体育越来越显示出独特的重要性，同时也凸显其不足。在分析其原因的基础上，结合建设体育强国的目标要求，提出发展高校群众体育要旗帜鲜明，应将其上升到全国一盘棋的战略高度；要结合大学生的特点，把培育体育文化与大学生创新能力结合起来，并且还需要结合一个载体等新对策和新建议，以及现阶段需要着力做好的工作，以期更好地为建设体育强国奠定坚实的基础。
