| 摘 要： | 公共物品的非竞争性和非排他性的特性决定了公共物品的产权具有模糊性的特征,也给公共物品带来"外部效应"和"搭便车"问题,造成了市场调节机制的失灵。从公共物品的特征分析入手,分析公共物品的产权问题,提出解决公共物品产权模糊性引发的外部性和"搭便车"问题的政策建议。

| Abstract: | The non-competitiveness and non-exclusiveness of public goods determine the ambiguity of its property rights,which has caused the failure of market regulation.In order to change the situation,it is suggested that relevant policies should be introduced as soon as possible to eliminate the phenomenon of externality and free ride. |
