党执政的合法性基础的拓展与执政能力的提高

政治合法性,是政治思维、政治意识最重要、最基本的观念之一,是政治思想文明的重要标志和重要表现。政治合法性对于政治统治的重要性在于,它直接关系着一种政治统治权的权威与效能,关系着它的兴衰成败,生死存亡。中国共产党长期执政是有着其根深蒂固的合法性基础的。其执政的合法性基础主要由党的先进性、道德优势、以马克思主义为核心的意识形态优势、卓著的政绩、宪法确立的执政地位所构成。党执政的合法性基础的拓展与执政能力的提高,是当前我国所处的国际国内形势复杂多变、挑战与机遇并存的根本需要。两者之间存在着辩证的相互作用。一方面,党执政的合法性是其执政能力的基础,巩固和拓展党执政的合法性基础,是提高党的执政能力的根本条件和根本途径;另一方面,党的合法性基础的拓展和巩固又有赖于党的执政能力的提高,党的执政能力提高本身即是对党执政的合法性基础的拓展和巩固。

Expansion on the Legitimate Foundation of the Ruling Party and Improvement on the Capability of Governance

Political legitimacy is one of the most important and fundamental concepts of political thought and ideology. The significance of political legitimacy lies in its direct impact on the authority and efficiency of a political ruling right and also on its rising and falling. The foundation of legitimacy of the Communist Party of China consists of advanced nature of the party moral advantage, ideological advantage with Marxism at the core, outstanding performance and its governing status established by the Constitution. Expansion on the legitimate foundation of the ruling party and improvement on the capability of governance is the fundamental needs of our country at a new period which is characteristic of complexity and vicissitude of international and domestic situations. There exists a dialectical interaction. On one hand, legitimacy of the ruling party is the foundation of its capability of governance .To consolidate and expand the legitimate foundation of the ruling party is the fundamental condition and path to improve the party's capability of governance. On the other hand, the expansion and consolidation of foundation of legitimacy of the party depend on the improvement of the party's capability of governance. The latter itself is the expansion and consolidation of foundation of legitimacy of the party.
