从偏斜到并重:树立与科学发展观相应的公平效率观

文章分析了在旧的社会发展观下“效率优先兼顾公平”原则的历史合理性,也指出随着社会经济的发展、发展观本身的演变,旧的发展观下的向效率偏斜的公平效率观日益暴露其局限性;认为新的发展观的提出为旧公平效率观的扬弃提供了契机,主张树立能和科学发展观相因相应的公平效率观,——“公平和效率并重”的效率观。

From Crabbing to Paying Equal Attention:Setting up the View on Fairness and Efficiency Corresponding Scientific Development Concept

This article analyzes the historical rationality of the policy of " Efficiency Preferred and Equality Concurred" within the old social development concept, and also points out that it has been increasingly exposuring the limitation with the social and economic development and the evolution of the old development concept. This article argues that the presentation of new development concept offers the chances for the old development concept to develop the useful and discard the useless, and holds that we should set up a new view on fairness and efficiency which can react according to Scientific Development Concept. We name it "Laying equal stress on fairness and efficiency".
