摘    要:基层公共部门人力资源管理是保证基层公共部门正常运行并实现其目标的前提和基础,当前其在理念、制度和模式等方面发生了重大变革,呈现出一种新的发展趋势。因此以基层公共部门作为研究对象,提出其人力资源管理完善途径,从而不断优化基层公共部门人力资源管理,推进行政体制改革、优化。

Abstract:Human resources management in public sector is the premise and foundation to ensure the normal operation of public sector and to achieve its objectives,the current concept,system and mode to waited for a respect to produce major change,presents a new development trend.Therefore takes the grass-roots public sector as the research object,to put forward its perfecting way of human resource management,so as to continuously optimize the human resources management of public sector,promote the reform of administrative system and optimization
