有效制度安排下的科技创新资源配置研究

 科技创新资源的优化配置对促进国家实施自主创新战略具有重要的战略意义。本文在对国际视野下的科技创新资源配置的发展趋势进行阐述的基础上，研究了三种科技创新资源配置的基本方式，提出了“有效制度安排下的协调互动方式”对我国科技创新具有重要作用。探讨了我国科技创新资源配置的基本状况及存在的主要问题。最后从资源平台、制度环境、机制政策和技术市场等方面提出了对策建议。

Scientific innovation resources allocation under efficient institutional arrangement

The optimal allocation of scientific innovation resources plays a great role in promoting our country' s innovation.The paper discusses three patterns of the allocation based on developing tide with global eyesight.Then the paper brings forward that collaborative interactive way under efficient institutional arrangements will be important to our country.Furthermore,the paper analyzes the develop- ment and problems of our country' s scientific innovation resources allocation.Finally,the paper gives some countermeasures from the aspects such as resources platform,institutional environment,mechanism,policies and technology market.
