| 摘 要： | 在职培训作为消防人力资本投资的一种重要方式，但由于存在着通用性人力资本和专用性人力资本，消防部队在职培训投资存在部队投资一般培训风险大，投资意愿不足，而个人投资特殊培训风险大，投资意愿不足的问题，在一定程度上影响了部队人力资本的提高。为此，加强相关研究，设计有效的在职培训投资机制，解决部队专用性人力资本培训投资不足的问题，将有助于显著提高消防战斗力水平。

| Abstract: | OJT （On-the-Job training） is an importance mode of the investment. With the existence of general human capital and specific human, both the fire army and individuals are reluctant to take the risk of OJT. This problem influenced the improvement of human capital to certain extent. Therefore, it is realistic to enhance the research on the investment mechanism of the fire army＇ s OJT. |
