| 摘 要： | 建立一个由政府、中介组织、各类高校和社会与市场多方参与的分层机制,将更有利于各高校的科学定位和持续健康发展。政府要在对各类高校的规划、协调和监督等宏观管理方面发挥重要作用;中介组织要在分层中日益发挥主体性作用;各类高校要在分层中处于主动地位,彰显各自特色、积极把握自己的前途和命运;而社会和市场则是验证各高校分层合理与否的试金石。

| Abstract: | A multi-level mechanism of the government,intermediary organization,universities,society and market will be in favour of correct positioning and sustainable development of universities,in which the government can work in macro-management for planning,coordination and monitoring,intermediary organizations and universities can play more positive roles in determining the course of the university and the society and market can testify the products of universities. |
