| 摘 要： | 本文回顾了中国县域科技规划发展的历史、现状和问题，认为中国县域科技规划存在问题的主要原因在于县域科技规划的理论研究滞后于实践。作者认为，县域科技发展规划的理论基础主要包括三个相互联系的部分：1）用以协调决策与实施过程，定量和定性分析的软系统方法；2）协调技术创新、制度创新等的创新理论；3）比较优势理论。

| Abstract: | By reviewing the development of regional science and technology planning on county-level in China, this article discusses its status and problems. The most important reason is that the research of theoretical basis of regional science and technology planning on county-level lags behind the practice.The most important theoretical basis consists of three parts: the soft system method to integrate the decision process and implementation and to harmonize quantitative approach and qualitative approach, the innovation theory to coordinate technical innovation, market innovation and etc, the principle of comparative advantage. |
