| 摘 要： | 本文基于二战中美国军队与大学的互动关系,说明了美国战略性基础研究管理的兴起,继而以美国海军研究办公室为例阐释了美国战略性基础研究具体的管理方式,然后分析了项目合同制对美国研究型大学的人才培养、教师发展和教育管理三方面的影响,最后得出结论--美国的项目合同制是政府管理研究型大学的一种政治手段.
