| 摘 要： | 土地征用反映了我国农地非农化过程中土地供求价格变化及土地增值利益在不同所有主体或使用主体之间的分配。通过分析土地征用中出现的及应当解决的利益与利益之间的冲突问题、公平与效率问题、土地资源可持续发展问题，提出了在解决相关问题上的一系列具体制度安排。

| Abstract: | The land requisition reflects the variety price of land supply and demand during the land non-agricultural process of our country and the distribution of land increment interests among different proprietary parts or using parts. Through analyzing the interests conflicts arose and should be settled in the land requisition, the problems of equity and efficiency, and the problems of land sustainable development, we bring forward a ,series of specific system arrangement to solve those related problems. |
