| 摘 要： | [目的/意义]研究开放政府数据的基本价值,及在各基本价值基础上的子价值,这些价值共同构成其价值体系。系统论证开放政府数据的价值体系能够起到指导全局的作用,能够为后续工作的开展奠定基础。[方法/过程]利用文献调查和文本分析相结合的方法,从文献中提炼价值观点,构造价值框架,最终系统地分析开放政府数据在不同层面的价值。[结果/结论]研究表明,开放政府数据的基本价值为政治价值、社会价值、经济价值和技术价值,这4个价值共由16个二级指标和43个三级指标构成价值体系。

| Abstract: | [Purpose/significance] Systematical research on the value system of open government data will function on guiding the global and lay the foundation for succeeding activities. [Method/process] This paper combines literature analysis and systematic analysis methods to abstract viewpoints from literature, construct the framework and finally systematically analyze the values on different aspects of open government data.[Result/conclusion] The research illustrates that the basic values of open government data are political value, social value, economic value and technological value. The value system is composed by 16 secondary indexes and 43 three-grade indexes. |
