南水北调中线工程与汉江中下游地区的可持续发展研究

南水北调中线工程实施后,对汉江中下游地区造成一系列影响。本文通过中线工程对汉江中下游的利弊分析,提出了促进汉江中下游地区可持续发展的基本思路是:以兴隆水利枢纽工程效益滚动开发其它梯级,形成梯级渠化体系,提高汉江中下游防洪标准;以引江济汉为主,补充汉江下游水源,发展汉江航道, 促进江汉平原的经济发展;狠抓水质污染控制,加强生态环境保护;加强水土保持力度,开展各种形式的生态建设。

Study on the Middle Route Project of Chinese South-to-north-water-transferring and the Sustainable Development of the Middle-lower Regions of Hanjiang River

The Middle Route Project of Chinese South-to-north-water-Transferring is a great project in the 21st century that transfers water from Danjiangkou reservoir to the North, also taking into consideration water requirements of Tangbai River Basin and Huai River Basin in Hubei and Henan Provinces. And it is also an urgent task that solves the problem of water shortage in North China, while adjusting the space distribution of water resources. However, it will also bring a series of effects on the middle-lower regions of Hanjiang River. This paper analyses the favorable and unfavorable effects of Middle Route Project on the middle-lower regions of Hanjiang River and then puts forward the basic thinking of pushing on sustainable development of the middle-lower regions of Hanjiang River.
