| 摘 要： | 贫困不仅涉及人的基本生存,而且也关乎人的未来发展.人力资本投资不足是贫困产生的主要根源.青海藏区反贫困的实效性不强源于人力贫困.只有加大人力资本投资来提高贫困者的素质和能力,才能从根本上消除贫困,实现人的平等与青海经济社会的和谐发展.

| Abstract: | Poverty is not only refer to human’s basic survival,but also related to human-being’ future development.The deficiency of human capital investment is the original reason of poverty.The lacking of Qinghai Tibetan anti-poverty’s efficiency is rooted in human poverty.Only in the way of strengthening human capital investment to improve the poor’s quality and ability,can we remove poverty thoroughly,realize human average and the harmonious development of Qinghai economy and society. |
