| 摘 要： | 现实中少数党员干部身上存在的种种不正之风 ,根源于历史上长期“人治”传统和小农经济意识及习惯的深刻影响 ,并同现实的党员干部教育管理制度直接相关。总结历史经验 ,着眼于建设一支政治素质高、业务能力强、德才兼备的现代化党员干部队伍 ,有必要解放思想、实事求是 ,加强制度建设 ,改进教育管理工作 ,完善党员干部教育管理的内容、途径和方法 ,使干部管理在基层和实践中走到科学、公正、公开、真实、有效、有序、比较民主和相对法制化的轨道上来。

| Abstract: | The present unhealthy tendency from a small number of Party cadres has rooted in the long tradition of"rule by man"and the deepgoing effect of the ideology and usual practice of the small-scale peasant economy.It also has a direct bearing on the current educational administrative system for cadres.In ored to improve their political and vocational qualities,it is imperative to sum up historical experience,strengthen institutional construction and better the content,ways and measures of education and administration for Party cadres. |
