推进城乡一体化的调查与思考

统筹城乡发展,推进城乡一体化,是党的十八大提出的一项重要改革发展任务。要落实党的十八大精神,加速城乡一体化,必须加强对城乡一体化本质特征的认识。城乡一体化不是简单的表象化,其根本问题要解决的是以政策措施为关键的政策安排机制问题。城乡一体化也不是简单的援助化,援助农村固然重要,但推进城乡产业发展的衔接,促进城乡产业互动更重要。此外,城乡一体化并不是消除城乡差别,搞简单的一样化,而是要缩小城乡差距,推进城乡社会的协调发展。

Investigation and Reflection on the Integration of Urban and Rural Areas in Taizhou City

Urban and rural development and promoting the integration of urban and rural areas are proposed as important tasks of reform and development in report of the 18th National Congress of CPC. In order to implement the spirit of the 18th National Congress of CPC to accelerate the integration of urban and rural areas, we must strengthen to understand the essential characteristics of the integration. The integration is not a simple representation, but the fundamental problem to be solved is the policy measures for critical policy arrangements mechanism. And then, the integration is not a simple aid, but it is more important to promote the development of urban and rural industry and convergence the interaction between urban and rural industries. In addition, the integration is not to eliminate the differences between town and country and engage in simple pattern, but to narrow the urban-rural gap and promote the coordinated development of urban and rural society.
