The establishment of an evaluation system for the higher education is indispensable to the reform of the educational system. It is a very important way to strengthen the macro guidance and management of higher education in the face of the situation in which institutions of higher learning are entitled to the running of the institutions on their own in a broader area. It is of primary importance for a university to evaluate the academic degree awarding units so that the quality of graduates can be guaranteed, and subjects and degree units can be strengthened.
