| 摘 要： | 民国初期的“省治”与“县治”问题,不仅仅关涉地方自治的层级之分,在当时特殊的历史背景下,它还含有是以“省”还是以“县”为地方自治基本单位的争论,即时人对地方与中央分权的关系设定。而其时孙中山对地方自治基本单位的确认或后期变化,则始终都是将其置于有利于国家一统的地方与中央关系的格局来认识的。

| Abstract: | The issues of "province-government" and "county-government" related to the level distribution of local self-government. Under the special background, there existed the argument whether province or county could become self-government elementary unit. However, Sun Zhong-shan recognized it under the situation of the relation between local and the central authority in order to avail national unify. |
