近30年中国城乡发展的理论阐释——兼论城乡一体化进程中的新型城乡形态

改革开放30多年来，中国城乡发展及其形态演变承载着城乡居民不同阶段的特定生产生活方式，其演变进程也清晰地对应着不同的城乡关系发展轨迹。“十二五”及未来更长时期，中国城乡一体化进程中的制度设计、体制变迁、城乡关系等均呈复杂多元和动态化特征，其间的新型城乡形态同样含着城乡居民不同的行为方式、经济结构、产业组织、政策制度及社会文化观念的影响因素，并且与城乡区域自然、经济、社会、技术、制度及其物质、能量、人员、信息交换等紧密关联。只有更加突出以人为本理念和促进城乡科学发展，同时重视区别政府和市场作用的有效发挥，中国城乡一体化目标的实现才会具备坚实的保障体系和推进基础。

Theoretical Interpretations of City-Rural Development in Recent 30 Years in China -- Also on New Urban and Rural Form in China during the Process of Their Integration

The reform and opening up in the past 30 years has witnessed the changing lifestyle in different regions in China. During the 12th five-years planning and coming long years, the process of city and rural integration is a tendency in terms of its institution planning and industry development and mechanism changes, and the new-typed city and rural form is strongly influenced by the behavior and the policy and social culture and so on. Furthermore, the development course of the city and rural integration is closely related with the local economy, technology, labor, information and geography. The author holds the views that people-oriented concept and scientific development are at the top of the priority list and both the government and market should take their active roles in the integration of city and rural development.
