| 摘 要： | 分析洛阳市建设全面小康社会所面临的机遇和优势：工业实力雄厚，旅游资源丰富，西部大开发以及振兴老工业基地所带来的机会，中原城市群战略，科技教育比较发达等，并分析了洛阳市存在的不足和劣势，最后对洛阳市的城市定位提出了建议。

| Abstract: | The author puts forward an opinion about a detailed analysis of Luoyang city's opportunity and strength during developing its well-off society completely: powerful industrial strength, rich tour resources, rebounding the old industrial base, the strategy of the development of cities in Henan province, with the developed science and technology etc., and analyzes the weakness and shortage. |
