Exploration of Open and Distance Continuing Education Theory and Practice

"Open and Distance Continuing Education"is a mixture and new concept .The concept of "con-tinuing education"has been updated in the Outline ,w hich includes "non-degree continuing education"and"degree continuing education".The"non-degree education"proposes higher demands to distance education ef-ficiency .Meanwhile ,the"non-degree education"can be seen both as "administrative behavior"and"market behavior".We should ensure the effect of the "administrative behavior" and carry out the "market behav-ior".Because the higher demands have been proposed ,we should speed up and strengthen the reform ,which is both challenging and advantageous .
