我国农村经济运行监管缺失亟待改善

4年来的农村综合改革，取得令人振奋的显著成效，我国广大农村已进入重在制度建设、力求创新发展的新阶段。但乡镇机构改革后农村经济运行监管缺失的问题日益凸显，主要表现在落实强农惠农政策、土地承包经营管理、农村金融体制改革、农民负担隐性反弹、集体资产和财务管理、社会化服务体系建设等方面。按目前的投入水平和发展速度，期望用10年的时间彻底改变农村的落后面貌，达到农村全面小康衡量标准，难度相当大。建议以更大的决心、更强有力的举措，强化监管服务职能，深化乡镇机构改革；明确化解债务重点，促进财务制度改革；着力农村公益事业，加快投入机制改革。
