| 摘 要： | 利用政策倾斜等调控杠杆进行公共教育资源的优化配置，具有积极的现实意义。公共教育资源向农村倾斜政策应体现出公平与效率兼顾、促进农村超越式发展、自主式发展等原则。在实施的路径选择上，应加大教育经费向农村地区倾斜力度，统筹城乡教师队伍，建立农村教师激励和培训制度，引导优质资源向农村倾斜，大力发展农村教育信息技术，等等。
