| 摘 要： | 研究区域研发联盟中政府的作用,以处于不同发展阶段的产业为线索,通过理论分析得出初步结论,认为政府支持的重点应当是传统产业和具有跨时代意义的重大创新,这两类产业较之其他高技术产业应当有来自政府的更大直接投入;通过对台湾有代表性的区域研发联盟--南台湾纺织研发联盟和纳米碳球研发策略联盟的案例分析,进一步验证和深化了该观点;对长三角地区具有代表性意义的几个区域研发联盟的构建提出了借鉴和制度安排.

| Abstract: | The role of government in regional R&D coalitions has been studied in this paper. At different stages in the development of industries, theoretical analysis provided preliminary conclusion that the government should focus on support for traditional industries and those epoch-making innovations and compared with other high-tech industries, support from governments should be more directly distributed.
