城市流动人口计划生育的管理模式:问题与对策

随着社会的转型，城市化进程的加快，流动人口的计划生育管理体制的改革势在必行。本探讨了流动人口计划生育社区化管理的机制、存在的问题，提出了将流动人口计划生育从制约型管理向服务型管理转变，进行制度创新，提高服务质量，利用流动人口i-l-~q生育协会和志愿组织，调动流动人口自我管理、自我教育、自我服务积极性等具体举措。

An Exploration on the Community Management of Mobile Population's Planned Fertility (MPPF)

With the transformation of society and the acceleration of urbanization, the reform of MPPF management system must be enforced. This thesis discusses the problem in the community management of MPPF and the management mechanism and puts forward some specific proposals, such as the change in the management of MPPF from institution to humane,from restriction to guidance, the utilization of association of MPPF and volunteer organization, and the arousal of the enthusiasm regarding mobile population's self-displine, self-education and self-service.
