高等学校要把依法治校和以德治校有机统一起来。实施依法治校要树立和强化法治观念、宪法和法律观念、依法行政观念；做好法制宣传工作、规范性文件的建立健全完善工作和社会治安综合治理工作。实行以德治校要加强马克思主义、毛泽东思想、邓小平理论教育，哲学世界观和方法论教育，思想政治教育，道德品质教育和心理健康教育。依法治校和以德治校相辅相成。

To Carry out the Administration of School With Both be Lawful and Virtual
