新型城市化建设：中国城市社会发展的战略选择

中国城市人口超出农村人口、第一产业占GDP比重下降到10%以下、城市社区总数超过了乡镇总数、基本普及九年义务教育、地级以上287座城市中市人口平均超出100万,所有这些都标志着中国开始由农业社会步入城市社会。这在中国历史上是一个重大的转折,并发出了一个明确的战略信号,即中国的经济、中国的社会、中国的结构、中国的功能、中国的管理将以城市为主体,在统筹城乡发展的指导下,把均衡发展、包容发展、和谐发展,把低碳发展、绿色发展、循环发展,作为实现现代化路径的指导性原则,真正践行国际公认的口号:"城市的成功,就是国家的成功。"本文就中国城市化率超出50%后的战略意义、战略内涵、现代管理、统筹城乡发展方程,提出了独立的见解。

New Type of Urbanization: The Strategical Choice for China's City-Society Development

In 2011, Chinese urbanization rate more than 50% in the 5000-year long history. This is a great sign to tell decision-makers that China has entered a city-society from rural-society. The following facts support this judgment: the urban population exceed the rural population, percentage of agricultural output in GDP is less than 10%, the numbers of community in the city is greater than the number of rural town, universal nine-year compulsory education in the nationwide, and etc. The city-society is as national main body, governing structure and function, social management, institutional design, policy guide, and co-ordination development of urban and rural area, must have very profound understanding.
