| 摘 要： | 中央和地方高等教育财政分担存在级差导致高等教育效率与公平矛盾突出,地方政府可以在立法、完善财政制度、完善资助体系、下放自主权、支持大学增收节支等方面促进高等教育财政分担与宏观政策结合发挥作用。

| Abstract: | The difference between central and local higher educational financial sharing leads to the contradiction between efficiency and justice in higher education. Local government can promote the combination of higher educational financial sharing and macro-policies and play a positive role in lawmaking,improving financial system and subsidizing system,transferring autonomy right to a lower level,and supporting increasing revenues and reducing expenditures of universities. |
