地方政府绩效评估体系探讨——以新公共服务理论为视角

新公共服务理论建立在民主、责任和服务的基础之上，奉行服务理念，强调在民主对话、沟通协商的基础上加强政府与社区、民众的合作互动。这些理念和思想内容对解决我国地方政府绩效评估中存在的困境具有重要的指导作用：一是指导我们科学确立地方政府绩效评估的基本原则；二是确立以公众为本的绩效观念；三是指导我们建立包含公众满意度指标在内科学的复合型地方政府绩效评估指标体系。

Study on System of Evaluation of Local Government Performance ——Based on the Vision of Theory of New Public Service

The theory on new public service carries out ideas of service,democracy and responsibility,and emphasizes democratic dialogue and consultation among government,community and people.The theory on new public service also demands establishing the system of expressing citizen's benefit in order realize those ideas.These ideas and content can direct us to deal with difficultiesin evaluation of local government performance.And it will instruct evaluation of local government performance as follows: At first,we can establish basic principles such as citizen satisfying with behavior of government,opening evaluation of government performance,scientific and standard method and procedure of evaluation in the coursing of evaluation of local government performance.Secondly,we should set up idea of humanist basing on the theory on new public service.Finally,we must construct scientific and compound target system including degree of public satisfaction.
