陕西工业化与城市化协调发展的创新模式及思路

本文通过工业化模式的一般分析,结合陕西的工业基础、资源禀赋、发展环境等方面的条件,特别是原有军工企业比较多、有优势这一特点,探索陕西实现新型工业化与城市化特殊的跨越式发展模式和新思路。认为陕西的工业化严重滞后于城市化。陕西发展要有新的观念、新的思路,应以非农产业的就业比重来衡量工业化与城市化的关系,应以加快服务业发展和就业结构升级作为工业化与城市化协调发展的中心内容,应以杨凌模式作为创新模式和思路,在改革、开放和开发中促进工业化与城市化跨越式协调发展。

Patterns and Proposals for the Harmonious Industrialization and Urbanization in Shaanxi Province

From a general analysis of industrialization, this paper explores the new patterns for a swifter industrialization and urbanization in Shaanxi Province, suggesting that the development of the province, where industrialization lags far behind urbanization regardless of the industrial basis, natural resources, development environment, especially the favorable power of the former armament enterprises, should be evaluated by the employment of its non-farming population, with speeding-up its service industry and up-graded employment composition as the key of the harmonious industrialization and urbanization, and the development pattern of Yangling as the guideline.
