内蒙古自治区土地与草原统一登记调查现状与分析

为加快土地登记制度创新,建立以土地为登记基础,土地及其之上的不动产权利登记逐步规范的不动产统一登记制度,本文采取典型调研法和文献研究法,以土地和草地的登记情况为例,分析目前内蒙古自治区土地、草地登记的典型特点和存在问题。结果表明,自治区的土地、草地分散登记在法律效力、公开查询、权属管理等方面都存在缺陷和矛盾。因此,建议在进行不动产统一登记建设的过程中,强化法律规范、技术标准及完善不动产登记类型等方面的研究,逐步健全现代产权制度,夯实社会主义市场经济基础。

The Current Situation and Analysis of the Unified Registration of Land and Grassland in Inner Mongolia Autonomous Region

To fasten the innovation of land registration system and establish the registration system of real estate based on land registration and the gradually standardized registration of the right of real estate, this paper adopts the investigation method and literature survey, taking the registration of land and grassland as an example, and analyzes the typical features and problems in land and grassland registration in Inner Mongolia Autonomous Region. The result shows that there are defects and contradictions in the legal effect, open query and ownership management in the region＇s land. Therefore, in the process of real estate registration, it is proposed to strengthen the legal regulation and technical standard, perfect the research on the categories of real estate registration to gradually establish a perfect modern system of property right, consolidating the basis for socialist market economy.
