中俄能源合作中的不确定因素

中俄两国在石油领域合作走过了十多年的历程，纵观这一历程，总体而言，两国石油合作一直在磨合．磨合发展过程当中有发展有延伸；具体可分为四个阶段，每一个阶段都有其特征，也各有其难题。由于两国能源外交在两国整体外交中的定位、两国能源战略和外交的差异、俄罗斯部分精英的态度以及深层次的文化和心理因素等方面一系列现存和未来预期的不确定因素，对两国能源合作形成一定程度的掣肘。因此中俄两国应着力从消除上述因素入手，以为未来能源合作顺利进行提供切实保障。

Uncertain Factors in Sino-Russia Energy Cooperation

Sino-Russia oil cooperation has more tharr ten years. During These years, China and Russia have assorted with each other. There are developments and four stages in the process. Every stage has its characteristics and problems. Sino- Russia energy cooperation will be restricted by some uncertain factors in the future, such as status of energy diplomacy on two countries＇ diplomacy, the difference of energy strategy of two countries, some Russian elites＇ attitude and cuhural and psychological factors.
