| 摘 要： | 流动人口素质的提高成为未来我国经济能否持续发展的基本问题之一,而构建符合中国特色的流动人口终身教育体系恰恰是解决这一问题的好方案.以流动人口终身教育体系的意义和基本内涵为基石,解决谁负责,谁埋单,如何实施等流动人口终身教育体系构建过程中的关键问题,确立了流入地负责.成本分担制、按照职业类别构建的基本模式.
