试论高校知识产权保护的现状与对策

由于高校普遍存在重论文轻专利、重成果鉴定轻成果转化、职务成果非职务化、知识产权遭侵权情况严重、知识产权保护与管理的规章制度不规范等问题，因此要以法律法规为指导，完善知识产权保护与管理制度体系，建立知识产权登记与界定、档案管理与保密保证、成果申报审核、评估与成果转化、合同审核、激励扶持等一系列制度，并积极运用法律武器保护知识产权。

Discussion on the Current Situation of Intellectual Property Protection in Colleges and the Countermeasures

It is general in colleges to fix more attention to papers than to patents, pay more attention to resultassessing than to result-transferring. It is also general that those achievements of professionalstaff are shared by nonprofessional staff, the intellectual property is seriously violated , the regulations and rules for the protection and management of intellectual property are not normalized. So we must abide by the laws and regulations to perfect our protection and management systems, including property registration and clarifying, archives management and secrecymaintaining, result reporting , assessing and transferring, contract examining, and encouraging policy. We should take the law to protect the intellectual properties.
