乾隆朝对文武官员处分的调节及其局限性

乾隆朝在制度方面是清代较为定型的一个时期，但是并不是一个完备的时期。这一时期的处分制度，由于制度立法上的疏失、官僚间的倾轧斗争、运作实施中的盲目，出现了处分文武官员的不当之处。乾隆作为高层的决策人物，以皇权的独掌为前提，从统治的长久考虑，对文武处分中的不当之处作了一定的调节和纠正，反映了乾隆文武并重的处分观。但是这种调节也具有局限性。
