| 摘 要： | 中国农业正处于从传统农业到现代农业的过渡时期,即过渡农业,对农业的功能与基础地位的认识必须从这一实际出发.过渡农业不仅是"社会稳定"的供给者,而且是"经济增长"的支撑者;不仅是要素、产品和外汇的贡献者,而且是市场的贡献者;不仅是"自循环"系统,还要实现农业体内体外双循环,是发展循环经济的基础;不单是农民的产业,还是社会参与的产业,是社会就业和创业的新领域.因而在工业化进程中,中国农业的基础地位具有传统农业和现代农业的双重性,认识此对政策的制定和实践是有益的.
