汉代选官征辟制度考述

征辟制度作为汉代主要选官方式之一,是适应当时制度环境发展需要特别是选官方式超越与创新的产物,有着较为独特的内涵与品性、严格的标准和资格限定以及不可或缺的考铨机制。征辟制开创了我国古代选官制度的新途径,是历史的进步。就其本质而言,征辟制只是封建专制制度下无法消除的一种特权现象,至汉末已经不符合人才选拔和社会发展的规律。

Study on the Provision Levy System of Han Dynasty

The Provision Levy system,as one of the most important ways of choosing officers of the Han Dynasty,was a transcending and innovative product meeting the need of the development of the institutional environment. It had its unique connotation and characters,strict standards and qualification limits and indispensable key mechanism. The Provision Levy system created a new way of choosing officers in ancient China,which was a historical progress. In nature,the Provision Levy system was a uneliminable privilege phenomenon under the feudal autocratic system and at the end of the Han Dynasty it could not comply with the principle of selecting talents and social development.
