| 摘 要： | 面对新世纪的挑战，我国高等教育只有改革才能发展。为此，我们必须强化三个意识，即：“国际意识”、“素质意识”和“改革意识”，推动高等教育的改革，促进高等教育的发展，培养出更多适应21世纪的高素质人才。
