| 摘 要： | 为了实现行政决策的科学化，本文在分析行政决策一般规律性原则的基础上，针对行政管理的特殊性，提出了在行政决策过程中应坚持规范化．制度化原则，科学化、民主化和公开化的原则，强化监控原则，并设计了科学化的行政决策制度，包括行政决策信息公开制度、行政决策听证制度、行政决策咨询制度、集体决策制度、行政决策监督反馈制度、行政决策责任追究制度。
