| 摘 要： | 在政府执行中有令不行、有禁不止的现象,在现实中是显而易见的。导致政府执行乏力的的原因,尽管有被执行对象及其执行某项决策本身的难度的客观因素,也有政府自身的主观因素。这种主体的原因是:人民利益性乏明,官员选举的民主性乏清,权与法的关系乏正,政府内部权责关系乏顺,政府素质乏强,行政监督乏力。
