| 摘 要： | 高校合并办学中合并是手段，办学是目的，合并办学高校的重点放在合并后学校事业的发展上。章针对高校合并办学的特点和办学目标，思考了高校合并发展建设的几个重点，从普遍意义上提出了合并高校实现中长期发展目标的具体发展思路。
