| 摘 要： | "体外外债"就是国家外债规模之外的各种对外债务.它的存在,将直接干扰我国的正常外债管理秩序,给整个国民经济运行造成不良影响.因此,必须采取必要措施,部门联动、综合治理,避免和杜绝"体外外债"的发生,使外汇管理工作走上正轨.

| Abstract: | Additional foreign debts" refers to all sorts of foreign debts apart from the scope of national foreign debts. It will directly interfere with our country's normal control of foreign debts, and then lead to harmful effects to the whole national economy operation. So, we must take necessary measures (department cooperation and integrated control) to avoid and eradicate the occurrence of it so that the work of foreign exchange control will develop along the right lines. |
