网络群体性事件的政府治理研究

近年来，各种类型的网络群体性事件通常以网络诱发型、现实触发型和网内外联动型三种形式出现，其目的均不同程度地聚焦于捍卫公民权利、追寻事件真相、拷问政府良心和责任及表达爱国热情上。这些以现实性的公共事件生成网络舆论，以舆论制造为手段进行传播的网络群体性事件往往具有极强的社会建构性。因此，从政治引导、法律强制、技术监管和道德约束四个维度，采取多种措施建立一整套综合治理框架，将是政府公共管理部门治理“网络群体性事件”频繁发生的新策略。
